Allow Every Station To Set Their Station's Default Artwork

Currently every instance can only use 1 default artwork for every station but every station should be able to upload their own default artwork. Suggested by a lot of users. But this should not be added to "Edit Profile Permission" as we don't give this permission to them to not let them change their storage, broadcasting settings etc... May be a new rule that "Change Default Artwork of Station"
