Limits

My suggestion is to be able to set the maximum bitrate of the stations, currently even the users without full permissions can for example connect to the icecast at 320, 500 kbps. this if it were defined would be good.

It would be nice if Administrators could also limit other users listener amounts for their account as a whole.
