Add Voteskip button

Add a button that can be used for voting to skip the current song. If 75% of the listeners press it on a song, the song is skipped.

great idea, also make it an overall vote / like functions compatible with the ID3 metatags, i guess this would only work on uploaded or writable files, otherwise place it in new fallback api tag so it can become statistics, and autoDJ can make a "most liked songs of the week" timeslot in the schedule
