OPUS Low birate

Add lower bitrates for OPUS codec. Would love a 16kbps for talk radio.

Definitely the list of available bitrates in mountpoints settings needs to be expanded.

Custom bit rates are now supported on Mount Points, Remote Relays and DJ recordings as of the latest Rolling Release.
