Add a Top 20 Chart api

Hello. As all things working with Azuracast, it would be nice to get also a Top 20 Charts section for the Public Site. What it should have in it, is the possibility to:

- (admin) change from weekly to Monthly top-Charts for the Public site
- (admin) choose between most played and or most rated and or most requested Songs for the public Table
- (User) can rate the Songs with max 5 Stars
- (User) allready there: Request Songs

So a Top 20 Chart will calculate about all this catagories... and of course also for the last week. (Or 4 last weeks for a monthly best of)

This is a feature we are also currently using with different radio automation. I hope this can also be achieved in AzuraCast one day.
Presumably will be built into reports

We also currently track this outside of Azura with an interaction/voting system database, would be nice to implement into Azura directly
